A sticky layer is simply a layer on the page that "sticks" to whatever position you want it to as the user scrolls down the page.  The best way to see that effect, is to scroll down this page as a demonstration.

Go ahead...scroll down to see how the header "sticks" where we told it to.

You will notice how we can make the sticky layer go behind some objects and in front of others.
Then, be sure to scroll back up and see how our sticky layers animate back into place.  That animation delay is something you can configure very easily in the layer settings.
